This is the "Miss Gulch" (#13240) from The Wizard of Oz Collection by Madame Alexander. Having never been removed from her box, she is in excellent condition. Wrapped in the pink tissue is her bicycle and Toto in his basket. She comes with her original box, wrist tag and cards.
